The republicans had many white farmers supporting them, while many African Americans, Southern-born whites, and Northern carpetbaggers lost their privaledge to elect Republican candidates. The Republican governments in the South then began to make reforms such as repealing the black codes and establishing state hospitals and institutions for orphans. They also helped to fix a lot of the things that were damaged during the Civil war, such as by rebuilding road, railways, and bridges. There were many taxes that were being proposed because of the repairs and new programs. the state governments had to borrow money and make the property taxes higher and for the reason, much land was being lost by the landowners because they were not able to afford it.
